    Dear Mr. Stawick:
    I am writing in support of the new proposed rule that would put limits on
    oil speculation. As I understand it, the commodities futures markets are
    meant to assure a stable flow of commodities not be markets for
    speculation. This is especially important for such a key commodity as oil.
    I thought the regulations already covered these matters.
    If such a new rule is necessary, then I am all in favor of it.
