Dear Chairman and Commissioners,
My name is William Thompson, and I'm just an everyday citizen from Mississippi writing to share my thoughts on the Advance Notice of Proposed Rulemaking on Prediction Markets, as published in 91 FR 12516. I've used prediction markets a few times myself, and I believe theyre a valuable tool that should be supported with fair regulation, not heavy-handed restrictions.
Ive always been interested in following elections and big public events, and prediction markets have given me a way to see whats really likely to happen, not just what the talking heads on TV guess. The forecasts on these platforms often seem sharper than polls or pundits, and thats information I cant get anywhere else. Its not just for traders; it helps regular folks like me understand the world a bit better. Plus, I like having the freedom to participate in a legal, regulated market. It feels fair that someone like me can have a small stake in these events, not just big institutions or Wall Street types. Shutting that door would only keep the good info with the elites, and I dont think thats right.
What really matters to me is that regulated markets, like Kalshi, are a much safer place to do this than some sketchy offshore site. Ive read about people losing money on unregulated platforms with no oversight, no protection. If the CFTC cracks down too hard or bans wide categories of event contracts, I worry itll push folks like me to those unsafe corners of the internet. Regulation should keep us in a safe, transparent system, not drive us out of it. Im all for rules that stop cheating or manipulation, but lets not throw out the whole idea just because of a few bad apples.
I noticed a few of your questions in the ANPR that hit on this. For Question 7, about balancing innovation and consumer protection, I think supporting regulated markets does both: it keeps innovation alive while protecting people like me from shady operators. And for Question 14, on comparing these markets to other tools, Id say prediction markets are unique in giving regular folks access to forecasting data, something insurance or other products dont offer in the same way.
Im not an expert, just a guy who sees value in this. I hope the CFTC will craft rules that let prediction markets grow under fair oversight, without banning or over-restricting them. Keep them safe and open for people like me to use legally. Thanks for taking the time to read my thoughts.
