Dear Chairman and Commissioners,
My name is Chandler Brown, and I'm just an everyday citizen from Michigan writing to share my thoughts on the Advance Notice of Proposed Rulemaking on Prediction Markets, as published in 91 FR 12516. I'm not an expert or a big-time trader, but I believe regular people like me should have a say in how these markets are regulated. I'm new to prediction markets, but I strongly support their existence under fair and reasonable rules.
I think prediction markets are valuable because they give us information that's hard to find anywhere else. I've seen how often polls and pundits get things wrong, especially with elections or big public events. Prediction markets seem to cut through the noise and offer a clearer picture of what might happen. That kind of forecasting isn't just helpful for traders; it's useful for everyone trying to understand the world. As someone who votes and pays attention to what's going on, I think having access to better data makes me a more informed citizen.
What worries me is the idea of banning or over-restricting these markets. If the U.S. clamps down too hard, people won't just stop trading; they'll go to offshore platforms where there are no rules or protections. I'd much rather see these markets regulated properly here, where the CFTC can keep an eye on things and make sure they're fair. Plus, the U.S. should be leading the way on financial innovation. We shouldn't let other countries take the lead while we drag our feet. I want America to be the place where new ideas like this can grow, not get shut down.
I noticed a few of the questions in the ANPR that relate to my concerns, like Question 7 on balancing innovation with consumer protection and Question 14 on how these markets compare to other tools. I think the CFTC can find a middle ground, protecting people from fraud or manipulation without killing off a promising tool. And in response to questions around public interest, like in Topic D, I believe allowing regular folks like me to participate in legal, regulated markets is in the public interest. Its about freedom to engage in something thats not gambling but a way to analyze and hedge against real-world events.
I'm asking you to support proportionate regulation of prediction markets. Please don't ban them or make the rules so strict that only big institutions can play. Let everyday people have a chance to participate in a safe, overseen environment. Thank you for taking the time to read my thoughts.
