    Dear Chairman and Commissioners,


    My name is David Hack, and I'm just a regular guy from Ohio writing to share my thoughts on the Advance Notice of Proposed Rulemaking on Prediction Markets (91 FR 12516). I'm new to prediction markets, but I strongly support them being regulated in a fair way that lets everyday people like me participate. I've tried my hand at a few bets on these platforms, hoping to make a little money, but I lost every single one. No fun at all, ha ha. Guess it's a skill issue on my part. Still, even with my lousy track record, I see the value in these markets and want to explain why I think they matter.


    First off, I believe prediction markets give us information you can't find anywhere else. I've noticed how often their forecasts on elections or big public events beat out the pundits and polls. That's helpful not just for traders, but for anyone trying to understand what's really going on. I think when people trade with knowledge, it makes the prices more accurate, and that benefits everyone, not just the folks placing bets. As someone whos struggled to make sense of all the noise out there, I appreciate having a clearer picture, even if I'm not winning.


    I also think it's important that regular people like me have the freedom to join in on legal, regulated markets. If only big players or institutions can participate, all that good information stays locked up with them. Letting everyday citizens trade makes things fairer and adds more voices to the mix. I'm not saying there shouldn't be rules. I get that there are risks, like people trying to game the system. But I think the answer is consumer protection through smart regulation, not shutting things down or pushing activity to shady offshore platforms where there's no oversight. Keep it legal, keep it safe, and let us take part.


    I looked at some of the questions in your notice, like those in the Public Interest section (Questions 7-14) about balancing innovation and protection, and the ones on price discovery (Question 10, I think). My take is that prediction markets are innovative and useful for figuring out what's likely to happen, whether it's an election or some other big event. And for the Inside Information questions (around 29-32), I believe informed trading helps more than it hurts. Sure, insider trading is a concern, but it's already illegal, and the CFTC has tools to handle it without banning whole markets.


    I'm asking you to support proportionate regulation of prediction markets. Don't over-restrict or ban them. Let regular folks like me have a shot at participating in a safe, legal way, while making sure the rules protect us all. Thanks for taking the time to read this.
