    Dear Chairman and Commissioners,


    My name is Amir Willock, and I'm writing to you from Georgia where I'm currently homeless. Life out here is tough, and I'm trying to find a way to make it out of the hood. I've used prediction markets a few times, and I believe they could be a tool to help people like me if they're regulated the right way. I'm commenting on the Advance Notice of Proposed Rulemaking on Prediction Markets (91 FR 12516) to ask that you support fair rules for these markets instead of banning or over-restricting them.


    I ain't got much, but when I had a little money to spare, I tried prediction markets to see if I could hedge some risks in my life. Things like betting on economic news that affects food prices or local policies that change how shelters operate. It's not gambling to me. It's trying to protect myself from getting hit even harder by stuff I can't control. Plus, I've read that academics say these markets are better at predicting stuff than polls. That kind of info could help me make smarter choices if it's available to regular folks, not just rich investors.


    I get that there are worries about people getting scammed or markets being rigged. I'm all for consumer protection. But the answer isn't to shut these markets down. If you ban them or make the rules too tight, people like me will just go to offshore sites that don't care about protecting anyone. I've seen it with other things. When something gets outlawed, it doesn't disappear, it just goes underground where it's worse. Regulated markets, like ones under the CFTC, are safer. You can watch them, stop bad actors, and make sure there's transparency. I think that's better than pushing everyone to sketchy foreign platforms.


    I'm looking at some of the questions you asked in the ANPR, like number 7 about balancing innovation and consumer protection, and number 14 about how these markets compare to other tools. I think prediction markets are new and useful, and protecting people means keeping them in the open under your rules, not driving them away. Also, question 29 on insider trading, I agree it's a risk, but you already got laws for that. Don't punish everyone by closing the whole market.


    I just want a shot at using tools like this to build something better for myself. Please don't take that away by over-regulating or banning prediction markets. Keep them legal, keep them safe, and let people like me have a fair chance.
