Dear Chairman and Commissioners,
My name is JYR TYR, and I'm just an everyday citizen from California writing to share my thoughts on the Advance Notice of Proposed Rulemaking on Prediction Markets, as published in 91 FR 12516. Im not a trader or a financial expert, but Ive followed prediction markets for a while now because I find the information they provide fascinating and useful. Im writing to support well-regulated prediction markets and to urge the CFTC to create a framework that protects consumers without shutting down these valuable tools.
I dont trade on these platforms myself, but I regularly check their forecasts on things like elections or economic events. The prices often seem to cut through the noise of polls and pundits, giving a clearer picture of what might happen. Thats not just helpful for traders; its helpful for anyone trying to make sense of the world. I believe informed trading actually improves price discovery, and that benefits everyone, whether they participate or not. When people with real knowledge put their money where their mouth is, the markets predictions get sharper. Thats a public good, not something to be restricted.
Im also worried about consumer protection, though. I know there are risks like manipulation or insider trading, and I appreciate the CFTCs concern about those issues. But banning or over-restricting prediction markets isnt the answer. If anything, pushing these markets offshore to unregulated platforms would make things worse for regular people. Id much rather see the CFTC regulate these markets here in the US, where theres oversight and accountability. Looking at some of your specific questions, like in Topic B on balancing innovation and consumer protection (Questions 7-14), I think the focus should be on creating rules that keep markets safe and transparent without stifling their potential. And on Topic E, regarding inside information (Questions 29-32), I believe informed traders often help the market reflect reality better. The CFTC already has tools to tackle insider trading and manipulation in other markets; those should be applied here too, instead of broad prohibitions.
Prediction markets arent gambling to me. Theyre about research and judgment, much like any other kind of investing. Shutting them down or over-regulating them would mean losing a unique source of information and punishing regular folks who want to participate or benefit from the data. Im asking the CFTC to support proportionate regulation that addresses real risks without banning or overly restricting prediction markets. Keep them safe, keep them here in the US, and let them continue to provide value to people like me.
