    Dear Chairman and Commissioners,


    My name is Suresh R, and I'm a trader and investor based in Texas. I've been involved in financial markets for a while, mostly focusing on stocks and commodities, but I'm new to prediction markets. Even so, I strongly support their development under fair and reasonable regulation. I wanted to share my thoughts on the Advance Notice of Proposed Rulemaking on Prediction Markets (91 FR 12516) because I believe these markets have a lot of potential for everyday people like me, as well as for the broader economy.


    As someone who spends a lot of time analyzing markets, I see prediction markets as a unique tool. They provide information you can't get from news or polls, often predicting outcomes more accurately than so-called experts. That kind of insight shouldn't just be locked away for big institutions; regular traders like me should have access to it too. Plus, these markets aren't just about speculation. They can help people hedge real risks, whether it's a small business worried about policy changes or someone like me trying to plan around economic shifts tied to elections or other events.


    What really drives my support, though, is the idea of keeping the US competitive in financial innovation. I've watched other countries move faster on new financial tools while we sometimes get stuck in overcaution. Prediction markets are a chance for the US to lead, not follow. If we over-regulate or ban them outright, we're just pushing this activity offshore to less safe, unregulated platforms. That doesn't protect anyone; it just hurts American investors and cedes ground to other nations.


    I also want to address a concern I know the CFTC has about manipulation and insider trading. I get why this is a worry, especially with questions 29 through 32 in the ANPR about inside information. But here's the thing: the CFTC already has strong tools to handle these issues. Youve got the authority to go after market manipulation and fraud in any regulated market. Insider trading laws already apply to federal employees and others with nonpublic info. Instead of broad bans or heavy-handed rules, I think the focus should be on enforcing whats already on the books. Shutting down prediction markets to stop a few bad actors is like closing a highway because some people speed. It punishes everyone else whos playing by the rules.


    I'm asking you to support proportionate regulation that allows prediction markets to grow while addressing specific risks with targeted enforcement. Don't let overregulation stifle a promising tool that can benefit traders like me and keep the US at the forefront of financial innovation. Thank you for considering my input.
