    Dear Chairman and Commissioners,


    My name is Jorge Barraza, and I'm just a regular citizen from Texas writing to share my thoughts on the Advance Notice of Proposed Rulemaking on Prediction Markets, as published in 91 FR 12516. I've used prediction markets a few times, and I believe they have real value for people like me and for society as a whole. I'm asking you to support fair and proportionate regulation of these markets, not heavy restrictions or outright bans.


    I first got interested in prediction markets because I wanted better information about things that affect my life, like election outcomes or economic trends. I've noticed that the prices on these platforms often predict events more accurately than polls or TV pundits. For example, during the last election cycle, I checked a prediction market to get a sense of what might happen, and it was spot on when the polls were all over the place. That kind of insight isn't just useful for traders. It helps regular folks like me understand what's really going on, and I think it could even help journalists or policymakers make better decisions if they paid attention to these signals.


    I know some people worry that prediction markets are just gambling or that they could be misused. I get that concern, but I don't think banning them is the answer. Trading on these platforms takes research and thought, just like investing in stocks. It's not a slot machine. And if there are bad actors trying to manipulate prices or use insider information, the CFTC already has the power to go after them. Shutting down an entire market because of a few potential problems feels like overkill to me. It would punish regular users who are just trying to make sense of the world.


    I also want to touch on a couple of the specific questions in your notice. Regarding Question 7 on public interest, I believe prediction markets serve the public good by providing unique data that isn't available anywhere else. On Question 11 about price discovery, I think these markets are a powerful tool for figuring out what people really expect to happen, often more reliably than traditional methods.


    I'm not an expert or a big investor, just someone who sees the value in having access to this kind of information. I hope the CFTC will regulate prediction markets in a way that keeps them safe but doesn't shut them down or make them only for big institutions. Keeping access open for everyday people like me makes the system fairer and the information better. Please support balanced rules that let these markets continue to grow.
