    Dear Chairman and Commissioners,


    My name is Bhadboy Rick, and I'm just a regular citizen from North Carolina writing to share my thoughts on the Advance Notice of Proposed Rulemaking on Prediction Markets, as published in 91 FR 12516. I'm new to prediction markets, but I've been reading up on them, and I strongly support their development under fair and reasonable regulation. I think they can be a real asset to people like me and to the country as a whole, and I want to explain why.


    First off, I believe prediction markets offer something unique. They give regular folks a way to hedge against risks that hit our wallets hard, whether it's a policy change affecting my small side hustle or an economic shift impacting my family's budget. For instance, if I could trade on something like an election outcome or a Federal Reserve decision, I could better plan for changes in taxes or interest rates that affect me directly. This isn't gambling to me. It's about protecting myself with information and making smart choices, just like I would with any other investment.


    I also think the United States needs to be at the forefront of financial innovation. We can't afford to fall behind other countries on something this promising. If we over-regulate or ban prediction markets, we're just pushing this activity offshore to less safe platforms where there are no rules or protections. I'd rather see the CFTC create a framework that keeps these markets here, under oversight, so American citizens and businesses can benefit. Leading in this space isn't just about money, it's about showing the world we're ahead of the curve.


    Another point I want to make is about informed trading. I've read that when people with real knowledge trade in these markets, the prices get more accurate. That benefits everyone, not just the traders. Better price discovery means I can trust the information coming out of these markets to make decisions, whether I'm trading or not. I know there are concerns about insider trading, but aren't there already laws against that? The CFTC has tools to tackle bad actors without shutting down the whole system. Let's not punish the many for the actions of a few.


    Looking at some of the specific questions in the ANPR, I think Question 7 about balancing innovation with consumer protection is key. I believe we can have both if the rules are targeted and fair. Also, Question 29 on informed traders helping price discovery really resonates with me. I think the answer is yes, it helps a lot, and we should encourage that while cracking down on actual cheating.


    In closing, I urge the CFTC to support prediction markets with proportionate regulation. Don't ban or over-restrict them. Create a system where they can grow safely here in the US, benefiting regular people like me and keeping our country competitive. Thanks for considering my input.
