    Dear Chairman and Commissioners,


    My name is Zander Takac, and I'm a student from Texas writing to share my thoughts on the Advance Notice of Proposed Rulemaking on Prediction Markets, as published in 91 FR 12516. Ive used prediction markets a few times, and I strongly support their continued operation under fair, well-thought-out regulation. I believe these markets offer unique value, and I want to explain why I think the CFTC should encourage their growth while addressing real concerns with targeted rules.


    As a student, Im always looking for ways to understand the world better. Prediction markets have been a tool for me to do just that. Unlike polls or pundit opinions on TV, these markets cut through the noise and give a clearer picture of what might happen, whether its an election result or an economic indicator. Ive seen firsthand how their forecasts often beat out so-called experts. This isnt just helpful for traders like me; its useful for anyone who wants reliable information, from journalists to policymakers. Shutting down or overly restricting these markets would mean losing a source of insight thats hard to replace.


    I also believe that allowing informed trading in these markets is a good thing. When people with knowledge put their money where their mouth is, the prices get sharper and more accurate. That benefits everyone, not just the person trading. I know theres worry about insider trading, and I get that its a risk. But the answer isnt to ban or cripple prediction markets. Laws already exist to stop federal employees or others from misusing private information, and the CFTC has tools to catch manipulation. Use those tools instead of punishing regular participants like me who just want a fair chance to engage with these markets.


    Im particularly interested in the questions you raised in the ANPR about public interest and inside information, specifically Questions 7 and 29. On public interest, I think prediction markets serve a clear benefit by improving how we forecast events, and that outweighs the risks if regulation is done right. On inside information, I believe informed trading often helps price discovery, as long as its not based on illegal leaks or unfair advantages. I hope youll consider rules that target bad actors without blocking the rest of us from participating.


    I value the freedom to take part in legal, regulated markets like these. Theyre not gambling; theyre a way to learn, think critically, and even hedge against uncertainty. Please dont let overbroad restrictions push this activity offshore or underground where its less safe. I urge the CFTC to support proportionate regulation that keeps prediction markets accessible and transparent for everyday people like me.
