The Penobscot Nation submits these comments in response to the Commodity Futures Trading Commission's (CFTC) Advance Notice of Proposed Rulemaking (ANPRM) on Event Contracts published in the Federal Register on March 16, 2026, RIN 3038–AF65. While we provide answers to some specific questions listed in the ANPRM, we request that the CFTC consider all the information contained herein as a response to each question.
