From my understanding of how these markets work, this is very clearly a form of gambling and should be regulated as such. Not only this, but this is clearly rife with insider trading, and perhaps even more sinister, the incentive for powerful individuals to influence policy in such a way for semi-anonymous gain, such as policy decisions or diplomatic ones.
