Fundamentally, offering the opportunity to put money predicting the outcome of an undetermined event where money is won if the prediction is correct and lost if it is not, is gambling. This does not change just because some portion of the people betting could know the outcome in advance and are prey on those who do not. Whatever prediction markets might claim to be doing, gambling is how they are used and gambling is how they should be regulated. They should be forced to comply with all existing laws and regulations regarding gambling, with no exceptions, and if they fundamentally cannot abide by these restrictions then they should be forced to shut down as a failed experiment.
