This is the equivalent of selling drugs. There are people who are addicted to gambling and need help. This monetizing of human frailty will (is) cause great harm to those who cannot control themselves resulting in personal and family ruin on a broad scale. Most importantly, the criminal fixing and manipulation of these bets by insiders, both private and GOVERNMENTAL, make this the most fertile ground for criminal fraudulent activity since Ponzi.
